The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from various governments. Considerable effort is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to grim resignation: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Soon after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv faced the morning news: multiple fatalities, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership works based on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the current condition will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its benefit.

Current Realities

Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
